Born in Rockville, Soweto 53 years ago Geoffrey Moloantoa Makhubo was, in the words of his Twitter account, “eternal activist, father, husband, Orlando Pirates supporter, ANC chairperson of the Greater Johannesburg region”.

Noticeably, the profile does not mention Executive Mayor of the City of Johannesburg. For Cllr Makhubo, being Executive Mayor of the City of Johannesburg was not an accomplishment to boast about but a response to the call to serve the people of the city of his birth.
Makhubo cut his political teeth as Congress of South African Students (Cosas) member – a point he regularly boasted about. “I am a proud product of the Congress of South African Student,” he would say whenever the situation presented itself.

Cllr Makhubo, popularly known within the ANC ranks as “Cde Geoff” was educated at the legendary Morris Issacson High in Central Western Jabavu, Soweto and later matriculated at Batswana High in Mahikeng.

After high school, he went to Wits University where he completed a BComm degree in 1990. From this point he served articles at Ernst&Young and later ran his own business, Molelwane Consulting.
Cllr Makhubo graduated from Cosas to join the Black Students Society and Azanian Student Organisation (Azaso) which was later renamed South African Students Congress (Sasco).

Outside campus he was elected regional chairperson of the ANC Youth League in Johannesburg.
His career as a “professional” activist was almost accidental. Having spent most of his adult life in corporate and in business, the ANC decided to deploy Cllr Makhubo to the Johannesburg Council to serve as MMC for Finance under the leadership of Executive Mayor Parks Tau in 2011.

Along with formal education, training in commercial studies and activism in the politics aimed at improving the lives of the historically oppressed, excluded and marginalised, Cllr Makhubo was identified by the branches of the ANC as someone who could be tasked with leading the region.

This training and experience would serve, first as the ANC Treasurer and later as Member of the Mayoral Council responsible for Finance in the City of Johannesburg.
In December 2019 he was elected Executive Mayor of the City of Johannesburg, the position he would hold until his untimely death.
Cllr Makhubo understood that to lead a city as complex as Johannesburg required one to be attentive to the changing trends in the world. In pursuit of this, Makhubo attained a Masters degree in Public and Development management from Wits which he followed up with another Master’s of Science (MSC) in Finance, this time from the London School of Business.
He held a Leadership in Local Government certificate with the University of Cape Town.
Amongst his various specialities, he skills and experience were in Business Analysis, Risk Management and Auditing, Financial Analysis/Feasibility Analysis and Financial Modelling.
His areas of expertise included Strategic Planning, Finance and Accounting, Business Process Re-engineering, Information Technology (Enterprise Resource Planning), Cost-Benefit Analysis and Information Management.
He took pride in Johannesburg being part of the global multilateral formations. It was source of enormous pride that the city had pioneered the “Green Bond” – to fund eco-friendly projects across various sectors including converting some of the municipality buses to biogas.

He was proud of the work of stitching the city together by, among other things, creating a Rapid Bus Transport system which, for the first time in the history of the city, went through neighbourhoods that were historically race exclusive.
As political head of the City he often had difficult meetings with heads of department and municipal entities.
Early on into his tenure, Cllr Makhubo went on a drive to introduce himself to leaders of municipal entities and alert them to what his administration expected of them.

While he assured that nobody would be purged because of their political affiliation or taste, Cllr Makhubo had the same message for all heads of departments and municipal entities he met: “work with us and we will work with you”.

Appreciating the reality of coalition governments into the near future, was always alert to loose language that could create the impression that his government took the adhesive that held together the Government of Local Unity (GLU) together.
Cllr Makhubo loved Johannesburg. Cllr Makhubo championed the Growth and Development Strategy 2040 and could almost recite its processes, objectives and intended outcomes from memory alone. He could give a detailed analysis of each of the 135 wards in the city.

The City of Johannesburg has not only lost its Executive Mayor but more importantly, a visionary and capable leader. We will sorely miss him.


Considering the COVID-19 Regulations, the City and Makhubo Family wish to strongly urge and plead with the many well-wishers, comrades, friends and colleagues of the late Executive Mayor of the City of Johannesburg, Cllr Geoffrey Makhubo, to desist from visiting and converging at the family home to pass their condolences.

This a painful yet necessary precaution to ensure strict compliance with COVID19 regulations and to mitigate against avoidable new infections.

President Cyril Ramaphosa has described the passing of City of Johannesburg Executive Mayor Geoff Makhubo as a loss to the City of Johannesburg and the province at large.

The President extends his deep condolences to the family, friends, colleagues and comrades of the late mayor.

Mayor Makhubo died in Johannesburg on Thursday, 8 July, 2021, from COVID-19 related complications.

"The passing of Mayor Makhubo is a stark reminder of the threat posed by this deadly pandemic against which we are all extremely vulnerable," President Ramaphosa said.

The President lauded Mayor Makhubo for his contribution to the national effort to fight the pandemic.
"Since he received his own diagnosis in June this year, Mayor Makhubo regularly posted public health messages urging people to take responsibility for their own safety and that of others," President Ramaphosa said.

The President also paid tribute to Mayor Makhubo as an experienced public servant in the City of Johannesburg, including as Member of the Mayoral Committee for Finance (MMC), as leader of the opposition in council, and then as Mayor.

"Losing Cllr. Makhubo at such a difficult time for the City of Johannesburg and the country is a blow; our thoughts and prayers are with the family and with his colleagues at this difficult time.”

Gauteng government saddened by the passing on of City of Johannesburg Mayor Geoffrey Makhubo

The Gauteng Provincial Government is deeply saddened by the untimely
passing on of the Mayor of Joburg, Councillor Moloantoa Geoffrey

Mayor Makhubo was a loyal and committed servant of the people who
dedicated his time to the development of the City and the overall improvement in the quality of life for all the people of Johannesburg.

In all the roles he has served in, he placed the wellbeing of the people
above everything else- a true servant of the people.

During his short term as the mayor of Johannesburg he elevated the
agenda of fighting the devasting scourge of COVID-19, in which he
passed on in the forefront of.

On behalf of the people of the province of Gauteng and the Gauteng Government, Premier David Makhura conveys deep heartfelt condolences to the Makhubo family and the City of Johannesburg.

“We are shaken by deep sadness and feel the excruciating pain of losing Mayor Makhubo. I send my heartfelt condolences to the wife, Mrs Dikeledi Makhubo, children, close relatives, friends and comrades of Mayor Makhubo,” Premier Makhura said.

The African National Congress has learned with shock and sadness, the news of the passing of the
Executive Mayor of the City of Johannesburg who was also Regional Chairperson of the ANC, Geoff Makhubo aged 53.

Comrade Geoff was recently hospitalized after contracting Covid 19 and later showed complications that he succumbed to this morning of Friday, 9 July 2021. Comrade Geoff belonged to the distinct generation
of young lions who were vociferous in their fight against apartheid administration and its laws.

As a Mayor of the City of Johannesburg, he spent time serving our people. As a young man growing up in Soweto during the time when the struggle against the apartheid regime was at its peak, Comrade Geoff was inspired by how the people around him were selfless and waging a war against the enemy and he too joined in the fight. At the formative stages of his activism as a member of Cosas he showed qualities of leadership which were later reaffirmed in various formations.

Comrade Geoff’s activism was further fuelled when he joined the Black Students Society and AZASO
which was renamed SANSCO while at the University of the Witwatersrand and later the ANCYL and ANC.

He was a firm believer in education and only recently graduated with two Masters Degrees one from the
University of Witwatersrand and another from the University of London. Comrade Geoff believed activists ought to be educated to resolve the most complex and triple challenges of poverty, inequality and

He will be remembered for his unifying spirit, ardent love for young people and revolutionary zeal to better society.

The Caucus of the ANC in the City of Johannesburg is reeling in shock and devastation at the news on the passing of our Leader of Caucus, Cde Geoff Makhubo. Cde Makhubo was recently hospitalized after contracting Covid-19 and later showed complications which he succumbed to yesterday on Friday, the 9 July 2021.

Cde Makhubo, also the People’s Executive Mayor in the City of Johannesburg, dedicated his life to being a servant of the people, with his journey starting back in his early days as a young man growing up in Soweto. He was part of the generation of young lions who championed the struggle against the apartheid regime, at its peak.
His activism was rooted in Student Organisations like the Black Students Society, AZASO which was later renamed SANSCO during his time at the University of the Witwatersrand. He then later actively participated in the ranks of the liberation movement and later lead the ANCYL and the ANC Greater Johannesburg as Chairman. He served as the MMC for Finance and Leader of Executive Business from 2011 to 2016, then he served as the Leader of Caucus and Executive Mayor from 2019 until his untimely passing on.

As a leader, he was a firm advocate for education. He did not only encourage those around him to better themselves but he also was a living testimony to his principles. He recently graduated with two Masters Degrees - one from the University of Witwatersrand and another from the University of London. He believed that knowledge production was a way for social justice activists and leaders to find means to resolve the most complex challenges that face society.
He will be remembered for his dedication to the people of Johannesburg. His passion for the empowerment of young people and unifying comradely spirit in the midst of tension, will be sorely missed. His commitment to helping build a better Johannesburg and better society will also be one of the many legacies that he leaves behind.

As a caucus, we are poorer without his presence, his knowledge, experience and wisdom. The chambers will never feel or be the same without his significant contributions as the Leader of our caucus in the city. He was an ardent reader, a lover of life and a protector of the rights of women and the vulnerable.

To his family, friends, colleagues, comrades and councillors – we hope they will find comfort in knowing that we, the people of Johannesburg and the country at large, share their pain and grief. We wish them strength to deal and process this very heavy loss. And we would like them to be reminded that our thoughts and prayers are with them during this difficult time.

As we pay tribute to a gallant revolutionary, the nation is
much poorer and our collective heart bleeds at this great
loss. Cde Geoff Makhubo was a giant who left indelible
footprints on the sands of time; A true revolutionary and a humble servant of the people, who always led from the front; A disciplined cadre who understood the tasks of the national democratic revolution aimed at making a better life for all a lived reality;

A product of Uvuk’ayibambe, the young lions of OR
Tambo and a generation with unwavering commitment
to the twin tasks of championing the interests of the
youth and mobilising young people behind the vision of
the ANC;

A footsoldier of our revolution, whose discipline and activism was ingrained when the struggle was not fashionable at the height of apartheid repression;
A gentle heart of a giant has abruptly ceased to beat! A rare jewel has fallen from the crown!

A genuine frontline fighter of our National Democratic Revolution has passed on!
A human titan for social progress is gone! A shepherd of our collective hopes and dreams has taken a permanent leave of absence! The sharpest arrow of the spear of the nation has been broken! A steadfast shield of the Spear of the Nation has been halted. A sparkling light of hope has been extinguished! Cde Geoff was a dedicated and diligent servant of the people. These are personal character traits he demonstrated at every deployment he was assigned to.

He was tireless in his pursuit for a better life for our people. He worked hard to improve himself both in terms of his skills and academic achievements, so he could better serve the people. Cde Geoff Makhubo dedicated his life as an activist for the ANC, rising through the ranks of the Congress of South African Students (Cosas) in his teenage years. His activism continued through his university years, where he would later graduate with a B.Comm degree. I met Cde Geoff in his youth, when his activism took him to many parts of Gauteng, helping to rebuild the ANC Youth League structures that had collapsed. His unquenchable thirst for knowledge reinforced his commitment to the cause of the people and his activism. Cde Geoff has held various positions in the Council of the City of Johannesburg, having served as the Leader of the Opposition in Council from August 2016 and as the Member of the Mayoral Committee for Finance from 2011 to 2016. He has also held the positions of Leader of Executive Business in the Council and that of Chairperson of the Governance Cluster. He also served as the co President of the Metropolis Global Fund for Cities’ Development (FMDV).

At the time of his passing, Cde Geoff was the Chairperson of the African National Congress in the Greater Johannesburg Region, having previously served as the Regional Treasurer and in his youth, the Chairperson of the ANC Youth League in the Region. As a disciplined revolutionary, he accepted as inevitable that some within his own party, the ANC, would have different preferences for leaders or even ideas, but never took this personally. His love for the ANC and his commitment to putting people first placed him on a collision course with many, whose commitment to the values of the ANC is nothing more than lip service. He detested factionalism and was committed to the unity of our revolutionary movement. Cde Geoff’s leadership and personal traits consistently reminded us of the traits of a leader who meets the test of our principal guiding document on leadership, “Through the Eye of the Needle”. In building upstanding leaders who espouse the values of the ANC, such leaders must evolve out of the battles for social transformation. In these battles, some will fall. However, the abiding quality of leadership is the learn from mistakes, appreciate one’s weaknesses and correct them. The ultimate test of leadership in individuals who aspire to rise to leadership positions in the ANC includes:

• Striving for convergence between personal interests and the collective interests.
• Handling conflict by understanding its origins and seeking to resolve it in the context of struggle and in the interests of the ANC.
• The ability to inspire people in good times and bad.
• Reinforcing members’ and society’s confidence in the ANC and transformation.
• Winning acceptance by members not through suppression, threats or patronage, but by being principled, firm, humble and considerate.

We must be resolute in ensuring that those we entrust with leadership roles must pass through the eye of the needle to demonstrate that they are worthy of our trust. It is now up to the younger generation to pick up his spear and continue on his steps while preserving his legacy; A legacy of selfless service to the people. You are now of the Ages and have joined the giants of our revolution and your forebears; Your spirit will live on, alongside great revolutionaries such as Nelson Mandela, Oliver Tambo, Walter Sisulu, Charlotte Maxeke and many others who continue to watch over our nation and our glorious movement.

Rest in Peace Cde Geoff. You have run your race.

UNAIDS saddened by the death of Geoff Makhubo, Executive Mayor of Johannesburg

It is with great sadness that I received the news that the Executive Mayor of Johannesburg, Geoffrey Makhubo, passed away on 9 July 2021.

Having served in various senior positions in the Johannesburg Council and as the Member of the Mayoral Committee for Finance, Mr Makhubo was appointed Johannesburg Executive Mayor in December 2019, a position that he served with commitment and dedication.

Mr Makhubo was a strong advocate in the response to HIV, and on World AIDS Day 2020 he urged communities to work together to end HIV-related stigma. UNAIDS is grateful for his leadership and commitment to public health and to the HIV response, and for his unwavering support for the Fast-Track cities initiative. Given his commitment to the urban health agenda, Mr Makhubo addressed the global Fast-Track cities conference in 2020 and was a panellist at the United Nations High-Level Meeting on AIDS Fast-Track cities side event in June 2021.

His death is a deep loss for the HIV community and the citizens of Johannesburg.

Mr Makhubo died from COVID-19 complications, following a positive test result in late June.

We extend our sincere condolences to Mr Makhubo’s colleagues, family and friends, and to the city of Johannesburg.

Mayor Makhubo is remembered for his love of literature, who often backed his debates with poetry. His admiration of education and an in-depth understanding of the field of finance was remarkable. Although he sat in the opposing benches with the EFF, he always had a cordial relationship with the representatives of the party.
His contribution to serve the people of Johannesburg will always be remembered.
May his loved ones be comforted during this difficult time.

Statement of the UCLG President on the Passing of the Mayor of Johannesburg

12 JULY 2021

It is with a most heavy heart that the global municipal family received the news of the untimely passing of the Honorable Mayor Geoff Makhubo.

The World Organization of United Cities and Local Governments mourns this important loss. To his dear mother, wife, daughters, his family, and the people of Johannesburg and SALGA, we extend our deepest condolences on behalf of the entire membership.

Mayor Makhubo was not only a dear friend of UCLG and the municipal movement, but a key actor in our mission, improving communities across the world. We are grateful for counting on his dedication over the years, particularly his leadership on the Local Finance Agenda and his role as CoChair of the UCLG Policy Council on Territorial, Multilevel Governance and Sustainable Financing.

His presence will be sorely missed. His legacy will live on, as will his efforts to lead the city of Johannesburg during this pandemic, which continues to devastate lives and livelihoods.

Together we stand to continue the quest for a better future for all.

Statement from C40 Cities on the death of Councillor Geoff Makhubo, Executive Mayor of Johannesburg

The people of Johannesburg have lost a visionary leader with the death of Councillor Makhubo. South Africa and the world have lost a true champion in the global effort to tackle climate change.

Councillor Makhubo was a great friend of C40. Just last month, he launched the Johannesburg Climate Action Plan and inspired us on the need to always see climate action as a tool to address social justice. He personally ensured that Johannesburg’s plan prioritised eradicating poverty and enhancing inclusivity. At his direction, a group of South African youth climate activists have contributed to the plan’s development.

C40 has lost a strong voice on the topic of climate financing. As a qualified finance expert, Councillor Makhubo was a vocal champion for the need to unlock financing for climate action. This approach led to the successful roll out of green mini-grids to ensure the supply of clean, reliable, and affordable energy for informal settlements, and a world leading initiative to deliver net-zero carbon buildings in Johannesburg. Cities around the world have been inspired by the climate action underway in Johannesburg under the administration of Geoff Makhubo.

Councillor Makhubo will be sorely missed by the whole C40 family and we send our very deepest condolences to his family, all who loved him, knew him and were inspired by him.
